The “Find out how to make bookmarking easier” is a link to delicious.com/help/quicktour/promo which just goes to delicious.com/help/bookmarklets, i.e. the page listing all of the available javascript bookmarklets for browsers.

Looks like Delicious is trying to push a bit more its quick (and effective) solution for speedy crossplatform bookmarking but is addressing only who already has an account, not new users.
Why is that? Is it perhaps planning to discontinue the Internet Explorer Firefox and Chrome extensions?
